India`s INDC highlighted the challenges of eradicating poverty while reducing greenhouse gas emissions. About 24% of the world`s population without access to electricity (304 million) lived in India. Nevertheless, the country has planned to “reduce the emissions intensity of its GDP by 33-35% by 2030” compared to 2005 levels. The country has also tried to get about 40 percent of its electricity from renewable energy sources rather than fossil fuels by 2030. The INDC noted that implementation plans from domestic resources would not be affordable: it estimated that at least $2.5 trillion would be needed to achieve climate action by 2030. India would achieve this goal through technology transfer (the relocation of capacity and equipment from more developed to less developed countries [LDCs]) and international financing, including support from the Green Climate Fund (a programme designed to support populations vulnerable to the effects of climate change through investments in low-emission technologies and climate-resilient development). His Excellency said that the State of Qatar will not hesitate to play its role as an active partner in the international community, given the urgent need to address the negative effects of climate change that require international cooperation that requires such efforts. She highlighted the leading role of the State of Qatar at the Climate Summit, which will take place in September 2019 under the leadership of H.S. Emir Sheikh Tamim bin Hamad Al-Thani, with Jamaica and France, in an alliance focused on climate finance and carbon pricing. His Excellency noted that the contribution of $100 million announced by H.S.A.dem Amir to assist small island developing States and least developed States in combating climate change reflected the firm conviction of the State of Qatar in the important role that everyone could play in combating the phenomenon. The State of Qatar on Saturday renewed its commitment to partnership and cooperation with the international community in the fight against climate change, stressing that the country`s efforts are taking place on the national and international fronts. She also noted the significant impact of climate change on the achievement of the Sustainable Development Goals and human rights, and highlighted the growing relationship between climate change and the maintenance of international peace and security, which occupies a place in the work of the Security Council, as a number of its decisions reflect the impact of climate change on peace and stability.
