It comes less than a month after the government unveiled plans to combine its two main telecommunications purchase programs. The Victorian Government Purchasing Board (VGPB) has the authority under the Financial Management Act 1994 to determine how government organisations purchase goods and services. The registry differs from a panel in that the providers of the eServices registry have not been pre-approved, but have only completed the registration process. As part of the project, dubbed the Reform Programme, DPC will establish a “single register” for IT procurement, underpinned by a single modular platform of contracts and procurements. The ESR, which replaced the former eServices panel in 2013, currently lists 1418 approved vendors providing IT services, equipment and maintenance to 2138 government buyers. “Structural improvements that can be made to the registers as a result of the reform programme have been taken into account in developing the requirements for this expression of interest,” DPC said.
